Photography for community service project?

I am starting my Gold Award for Girl Scouts, I have till the end of the summer to think of my idea, and I want to do something with photography. I am really creative with photography, and I might even want to do that as a profession one day.
I have a few ideas already:
Go to a pet shop and a puppy mill to photograph the animals and the conditions they are put under to raise awareness for suffering animals.
Or photographing animals at an animal shelter and making fliers to put around town to help them get adopted.
Go to a very poor part of NJ (I live in NJ) such as Camden and have a photo shoot with the children there - not sure what this would benefit.
These are only very vague project ideas, just the jist of the project I want to do. Please help me add to these (I also need a long-lasting component to my project such has having somebody carry this on as a tradition or constructing something that will last a very long time, like a garden).

Rather than just you taking photos of animals at the animal shelter and putting up posters around town, why not:
-- recruit other Girl Scouts to help
-- coordinate the team by recruiting members, defining tasks and ensuring tasks are completed
-- in addition to posting fliers about pets up for adoption, create a FaceBook page and encourage your team to become a fan of such, then you and your team encourage your own networks to become a fan of such, and on and on, so that there are hundreds of people in your town getting a notice once a week or twice a month about a particular dog or cat that's up for adoption
-- create a skit or presentation that shows WHY adopting dogs from a shelter is best (rather than from a breeder or puppy mill) and do the presentation for at least two troops in your area, your community of faith, or ANY group at all
-- create a skit or presentation that shows why it's vital that everyone get their pets spayed or neutered, why it's a myth that you are denying your dog or cat if you don't let them have at least one litter, etc, and do the presentation for at least two troops in your area, your community of faith, or ANY group at all

Then your project goes from just some photos of animals and some posters around town to a *movement*, one that could last long after you've moved on, but one that will, at least, affect many people regarding their attitudes about strays and shelters.
